The Agricultural Marketing Act of 1937 set the minimum prices milk handlers must pay to producers for milk. Consumers and nonprofit organizations promoting better nutrition for lower-income families challenged the Secretary's decision that the higher price of milk processed for drinking applied to reconstituted milk.
