Facts
The case was before the Supreme Court on a question certified by the Court of Appeals for the Sixth Circuit. P entered an order, dictating to Ds the rates they were permitted to charge. Ds failed to comply with the order. P instituted this suit to compel obedience thereto. The court upon a hearing entered a decree dismissing the bill. P appealed. The court submitted the following question: 'Had the Interstate Commerce Commission jurisdictional power to make the order hereinbefore set forth -- all proceedings preceding said order being due and regular, so far as procedure is concerned?'
