Oklahoma state law forbids a corporation, business trust, and secret partnerships from owning liquor licenses. Meyer (P) filed a declaratory judgment action to determine if an LLC could hold a license. The ABLE (D) denied the petition and P appealed to the district court. That court decided that the LLC was entitled to hold a retail liquor license. D appealed.
