Facts
Otsuka (P) and Abbott (P) were convicted under the Selective Service Act for refusing to perform alternative service required for conscientious objectors. Twenty years later, Hite (D), a registrar of voters, refused to permit them to register to vote because the state constitution did not permit anyone convicted of an infamous crime to vote. D contended that all felonies are 'infamous' crimes. Despite the availability of administrative remedies, P appealed an unsuccessful attempt to force D to register them to vote.
