Facts
Railway Executives' Association (P) initiated a lawsuit to enjoin certain federal regulations regarding mandatory drug and alcohol testing. The regulations required mandatory tests of employees after accidents and without a search warrant. The district court granted summary judgment to P. The Ninth Circuit reversed.
