Facts
Slavin (P) applied to the Rent Control Board (D) to evict a Barry Myers because he violated a lease provision and allows an unauthorized person to occupy the apartment. D refused to issue an eviction certificate because it claimed that P had acted unreasonably, in that she has categorically refused to allow the tenant to bring in someone new after the original cotenant had moved out. P appealed that decision.
