Facts

The 'jurisdiction to naturalize aliens as citizens of the United States' is conferred by the Act of June 29, 1906, c. 3592, § 3, 34 Stat. 596, upon the district courts, among others. Ps were denied citizenship and certified the question of whether the circuit courts of appeals had jurisdiction to review a decree or order of a federal district court. The substantial question is whether a petition for naturalization is a case within the meaning of the Courts of Appeals Act.
