Michigan made an extradition request upon Kansas for Bloom (P). Kansas made a finding that P was a fugitive from justice and subsequently turned him over to agents of Michigan. While traveling through the state of Missouri, P applied for and was granted a writ of habeas corpus releasing him from the custody of the state of Michigan. Michigan (P) appealed.
