Facts
Durant (P) owned a tract of land located in the Town of Dunbarton (D). P submitted a subdivision plan with respect to her land to D's planning board. D refused to approve the plan because it would potentially disrupt natural watercourses in the area; there were potential sight distance problems from the driveways of each of the proposed lots, which exited onto a state highway; and because of potential problems with the septic systems due to a high water table. P appealed the permit denial, arguing that the regulations upon which D was required to base its decision were too vague, insofar as they did not contain specific standards by which the decision was to be made.
