Facts

Family Style (P) provides rehabilitative services to mentally ill persons and operates residential group homes. P sought special use permits for three additional homes to add to its campus of homes (21 in all) that were clustered in a one and one-half block area. St. Paul (D) issued temporary permits but on the condition that P decentralize its operations. P did not do so and lost that special use permit and then files suit against D for violation of the Fair Housing Amendment Act of 1988.
