Facts

D granted an application for the transfer of a liquor store 'to location within 1000 feet of another liquor outlet at 219 Spruce Street.' Ps, who are owners of nearby homes as well as competitors of D, are residents, taxpayers, and electors of Manchester. During trial, Ps testified that they were Manchester residents, taxpayers, landowners, and electors. The trial court ruled for Ps. D appealed claiming a violation of the best evidence rule; Ps should have been required to produce the title proving that they were Manchester landowners.
