Facts
Fields (D) was subpoenaed by the House to produce records. D failed to produce any records. D was cited for contempt and indicted under 2 U.S.C.A.Section 192. That statute requires a willful failure to comply with a House summons. The jury was instructed that 'willfulness' does not require a finding of an evil or bad purpose if the act was found to be deliberate. D was convicted and appealed.
