Facts

O' Buck (P) bought a condo and loved to watch TV. P had four televisions and had the option of a roof antenna and an antenna based cable system called Visions. The roof antennas were causing severe damage to the roofs, and eventually, it cost the association $155,000 to repair the problems. The Board then adopted a rule that no more antennas were permitted; a hookup fee to Visions was offered for free, and the Board paid for the depreciated value of any antennas taken down. P was unhappy because it would cost $10 per month per TV to hook up his other 3 TVs. P sued D.
