Parker (D) was a resident of California. D was stationed in Ketchikan in 1978 while a member of the Coast Guard. During this time, he engaged in sexual intercourse with an Alaska resident. A child was born, and the Alaska court's sought D to support the child. The court held it had personal jurisdiction. D appealed.
