Powell (P) alleges that Chicago's Zoning Administrator (D) wrongfully denied her a zoning certification for a retail store on the first floor of her two-story building. D had the case removed to federal court under 28 U.S.C. Section 1441 because the claim arose under the U.S. Constitution and a federal question. P alleges that her case is a simple zoning ordinance dispute and it should be remanded back to the state court and that the case was improperly removed.
