Facts

After an additional hearing involving 100 days, 675 exhibits, and a record of 19,000 pages, the Commission once again concluded that there was no reliable alternative. It concluded that scenic impact would be minimal, no historic site would be affected, fish would be protected, and a proposed park and scenic overlook would enhance the area. It again issued a license this time modified to put the entire powerhouse underground.
