Facts

In the summer of 1988, Schallock (P) worked for the Arizona Prosecuting Attorneys Advisory Council (APAAL) (D) as a law clerk. Heinze (D) was her boss. P felt that Heinze sexually harassed her while she worked there. In 1990, P sued D (Heinze) and D (APAAL) for this sexual harassment. D claimed that P had no problem with his actions and that they were not unwelcome.
