Facts

Walls (P) was a tenant in an apartment complex managed by Oxford Management (D). While on the premises, P was sexually assaulted in her car. The assailant was convicted. In the two years prior to the assault, numerous crimes had been committed at the complex, although no other sexual assaults had been reported in that time. P filed suit in federal court, alleging that D had a duty to provide security measures, a duty to warn residents of the lack of security, and a duty to warn residents of the criminal activity which had been taking place. The federal court certified two questions of law to the state Supreme Court.
