Facts

A magistrate judge transferred the instant matter. The transfer order states: 'Willams (P), currently incarcerated at a halfway house, Community Corrections Association (CCA (D)) alleges that she is being 'continuously incarcerated' at the halfway house despite the expiration of her sentence. P alleges that CCA (D) will not allow her to leave or conduct her business (alleging that she cannot go to the library to 'conduct legal research,' 'access her money,' or 'run her business')). For the convenience of parties and witnesses, and in the interest of justice, a district court may transfer any civil action to any other district or division where it might have been brought. 28 U.S.C. § 1404(a). Under 28 U.S.C. § 1391, this action may have been brought in the United States District Court for the Northern District of Ohio, Eastern Division at Youngstown because that is the 'judicial district in which a substantial part of the events or omissions giving rise to the claim occurred . . .'
